6 Caine Development Project Meeting (6-7pm)
Prior to our meeting, several of us met with the builder (Jerry), and architect (Steve) of the property at 6 Caine at a meeting they had called for community input on their plans.  It turns out the only “community” they had invited was the neighbor directly adjacent to their lot, at 10 Caine.  That meeting was somewhat contentious.  The neighbor is not happy about having rather tall houses right next to his that jut out past his setback, thus both blocking his views and creating a feeling of being boxed in.  There was some misunderstanding on his part about our (RLN) role in this project (which is basically none – we’re just interested in ascertaining that their development will be an asset to the neighborhood, rather than a detriment, particularly in relation to the development of Parcel 3).
The developers agreed to set the houses that face on Caine in a way that lowers the height, and to apprise the neighbor of developments as their occur.
They will be holding more meetings with neighbors, in which more than just one household will be notified and invited, as their plans become more solidified.

Plans for Parcel 3. Jerry and Steve then stayed on into our meeting to discuss this.
Promised Work
At first,  Jerry said he would do the hardscape for Parcel 3 from the top of his property line (near Majestic), including the stairs, down to the landing pad at the top of RidgeLane/Caine. When looking at the plans and seeing that there wasn’t much distance left to get to Majestic, and it was fairly flat, he’ll probably finish the path up to Majestic.  He will do everything in concrete, including the steps.
They will take as little curb space as possible on Caine, to preserve street parking space – including possibly cutting into the curve at the top of the street in a way that creates another space.
Time Frame
He will do the grading for the hardscape and landscape as well, then they will do the foundations for the houses, then do the hardscape for the Lane, then finish the houses.
They expect it will be 1 – 1 1/2 year before the project can get started, and then about 9 months for the building.
Next Step
They will be drawing up new plans and be in touch in the very near future.  They left the meeting.
Grant Updates
Marissa informed us that the funds from this grant are being administered by a City agency and thus LMNOP has to meet SF requirements, including payroll, and fill out a lot of additional forms. LMNOP is hesitant to do this – if they agree to go through this process in order to finish up Parcel 4, they will be charging us more money.  As of Oct. 2018, the cost they gave to finish the project (not including landscaping) was $63,000.
If they decide not to go through with it, we will have to go through the City’s official bidding process, which is cumbersome.
Any add back funds we might get (although Ahsha has yet to deliver on any promises) would now also have to go through this City process, as CCG no longer would be our agent for funding from a City source.
We discussed how to best use the funds from this grant, and discussed asking LMNOP to include a bid for the landscaping as well on Parcel 4, which would eliminate the need for us to put that work through the City bid process as well.
Marissa will let us know what LMNOP decides to do.
The remainder of the grant funding could go toward Parcel 2’s development.
Note: SFPA will be taking a 15% administrative fee from this grant money, rather than the usual 9%, since there was much more work involved, so we actually have $256,000 to work with after their $45,000 comes off the top.
Urban Greening Grant
Do we want to reapply?  The work has been done, for the most part, from last year’s application, but it seems unlikely we would meet the income and greening requirements.

Hi Ridge Lane Neighbors, Both Moneka and I are hack, hack, hacking away with an explosive cough/cold and it would be both disruptive and contagious for us to attend tonight’s meeting, so we won’t. There are a few comments I’d like to make concerning the Ridge Lane housing proposal and I’ll comment here: Overall we are supportive of the notion and concept. The City desperately needs housing and this project is a real opportunity. Jerry Culinane says he may need some accommodation from the City (and us) for encroachments on the Ridge Lane right-of-way for ingress/egress associated with some units. While not necessarily opposed, the site plan, particularly the third unit (the one without parking) fronting Ridge Lane llooks like it could be nudged south on the lot to enable the Ridge Lane facing facade to stay within its “lot” without need for encroachment. The same unit shows 1,400sq/ft of dwelling. This seems too large. Perhaps 1,100 sq/ft, or roughly a 2-bdrm unit would be better served here. The more sq/ft at this unit the higher the likelihood for cars ultimately associated with its occupancy. The elevation discrepancy between our survey and Jerry’s survey is approximately 9′ elevation at some spot according to Steve Antonares, the project architect. This discrepancy should be resolved as it may create issues with regard to length of stairways and further need for encroachment. I do not know, but hope it has occurred, that Nahal has forwarded our working plan for Ridge Lane to Jerry and Steve. It is important that our opening expectations for the design of Ridge Lane at this parcel are clear so that both interests, the developer and the City (and us), are clear at the outset.
